Avec la naissance de ce dépôt en 1710 s’ouvre une période où commis, ambassadeurs et ministres commencent à définir et archiver le rôle du ministère. Un siècle plus tard, le garde du dépôt, d’Hauterive, mobilise ces archives pour produire règlements, rapports et autres mémoires visant à réorganiser le ministère et le corps diplomatique. Parmi ces « écritures » endogènes, certaines se présentent comme de l’histoire et ont imprégné jusqu’à nos jours le récit historien de la construction de l’État moderne via la mise en place d’une bureaucratie et la professionnalisation de la diplomatie. En reconstituant précisément les contextes de production de ces écritures du ministère et en les considérant comme des actions, dans le temps de leur usage et de leur archivage, ce travail montre qu’il est possible d’y révéler des traces par lesquelles on accède aux relations sociales qui animent l’institution. À hauteur des acteurs, d’autres histoires se dessinent, tributaires d’une histoire sociale mouvante qui s’intéresse à des micro-situations où l’on voit les individus agir. Les « réécritures » du ministère, déployées ici comme autant d’études de cas, montrent à quel point la domesticité, les rapports de pouvoir et de fidélité ont accompagné l’institutionnalisation du ministère des Affaires étrangères. The Ministry of Foreign Affairs, as a constituent of the modern state, has forged its strong institutionalisation from the written word. Two significant contributions to this process are closely related to its archival repository. The creation of this repository in 1710, paved the way for clerks, ambassadors and ministers to begin defining and documenting the role of the Ministry of Foreign Affairs. A century later, the repository’s custodian, d’Hauterive, used these archives to produce regulations, reports and other memos aimed at reorganizing the department and the diplomatic corps. Among of these endogenous “writings”, some were presented as “history” and have, to this very day, strongly influenced the historical account of the construction of the modern state through the establishment of a bureaucracy and the professionalisation of diplomacy. By rendering an accurate reconstitution of the contexts in which these ministerial documents were written, and by considering them as actions at the time when they were deployed and archived, this work traces back the means by which we may gain an understanding of the social relations that governed the institution. From the protagonists, other histories of the ministry come to light, dependent on the shifting social history that focuses on micro-situations and individual action. The ministry’s “rewrites”, taken here as case studies, reveal the extent to which domesticity, power relations and loyalty, have accompanied the institutionalisation of the Ministry of Foreign Affairs.
