Au prisme d’une analyse comparative, on analyse les dynamiques d’interaction, les critères de sélection et les pratiques de travail dans deux services de protection de l’enfance, en France et en Allemagne. L’enquête de terrain en leur sein montre que la distinction entre minorité et majorité est souvent difficile à établir : cadre juridique peu formalisé, caractère approximatif de la décision et communication stratégique – conférant un pouvoir discrétionnaire considérable aux travailleurs sociaux. Les processus décisionnels s’avèrent ainsi perméables à des facteurs extérieurs et aux convictions intimes des évaluateurs, rendant visible le rapport conflictuel entre contrôle migratoire et protection de l’enfance – et les injonctions paradoxales qui en découlent dans l’interaction. Face à ces injonctions, les travailleurs sociaux développent des pratiques et justifications qui mettent en évidence des différences entre la France et l’Allemagne. Un des intérêts centraux de la thèse, tant sur le plan épistémologique que théorique, est d’inverser et de croiser les perspectives, permettant d’observer les interactions à travers le prisme de la parole des « usagers », et d’ajouter à l’étude « classique » des agents au guichet (Lipsky, 1980) une dimension intersubjective. Celle-ci permet de saisir la catégorisation non pas comme un processus formel et linéaire, mais comme une co-construction à laquelle participent travailleurs sociaux, mais aussi interprètes et jeunes migrants de façon active et créative. This sociological study focuses on the age assessment of unaccompanied minors. By adopting a comparative approach, the research investigates the dynamics of interaction, the selection criteria, as well as the working practices and routines in two youth welfare offices, in France and in Germany. The ethnographic fieldwork within these administrations has shown that a clear distinction between minority and majority is often difficult to establish since the social workers are confronted with an uncertain environment: lack of information, approximate decisions, and strategic communication - giving them substantial discretion in the execution of their work. Decision-making processes are thus permeable to external factors (mainly political in nature) and to the intimate convictions of the social workers, revealing the conflicting relationship between migration control and child protection - and the resulting paradoxical injunctions. In this work context, social workers develop practices and justifications that highlight differences between France and Germany. Furthermore, considering the young migrants’ trajectories and experiences in the research design provided an intersubjective perspective which enriched the classical street-level bureaucracy research approach. Against this backdrop, the study conceives age assessment as a process of negotiation and co-construction in which not only the social workers, but also the interpreters and the young migrants themselves participate in an active and creative manner. Die Unterscheidung von Minderjährigkeit und Volljährigkeit ist bei jungen Geflüchteten aus jugendhilfe- und ausländerrechtlicher Perspektive folgenreich. Die vorliegende Dissertation setzt sich vor diesem Hintergrund mit der Frage auseinander, wie Altersfestlegungen in Deutschland und Frankreich administrativ unter Bedingungen von Unsicherheit hergestellt und begründet werden. Die Untersuchung umfasst eine mikrosoziologische Analyse der Interaktions- und Kommunikationsprozesse ebenso wie eine Darstellung der institutionellen Strukturen und der rechtlichen Rahmenbedingungen. Die empirische Grundlage dafür bilden ethnographische Beobachtungen, die Auswertung amtlicher und institutioneller Statistiken sowie problemzentrierte Interviews, die mit Expertinnen- und Experteninterviews ergänzt wurden.
