Au travers de sources peu étudiées et d’une approche historique, ce travail montre comment une altérité par rapport à l’Europe pèse sur la cause européenne de la Turquie. Celle-ci tient aux limites des réformes d’occidentalisation séculaires dont les institutions turques sont issues, à diverses méfiances mutuelles et à des réalités géopolitiques. Ce pays ne saurait pallier son altérité en remplissant les critères d’adhésion. Une adhésion turque à l’Europe communautaire a pourtant été envisagée. Les parties ont fait des lectures confiantes de leurs réalités et pris ce chemin. Ces lectures s’appuyaient sur des contextes éphémères. Divers enjeux liés à l’altérité turque n’ont pas tardé à entraver le projet. L’UE attribue cet échec au contexte turc actuel alors que les enjeux sont multiples. Ce travail apporte des éclairages empiriques et théoriques sur ces enjeux. The current state of EU-Turkey accession negotiations calls for new ways to look at their underlying dynamics. Through poorly studied sources and a historical approach, this thesis reveals how Turkey’s otherness before Europe affects its European bid. This otherness stems from the limits of the centuries-old westernization reforms that shaped Turkish institutions, various mutual distrusts, and geopolitical realities. Had it complied with the accession criteria, Turkey still could not offset its otherness. This state of affairs did not prevent the EU and Turkey from seeking full integration. The parties made optimistic interpretations of their realities and took this path. These interpretations relied on temporary contexts. Various challenges related to Turkey’s otherness soon hampered the project. The EU attributes this failure to the current context in Turkey, whereas the challenges are abundant. This study sheds new empirical and theoretical light on these challenges.
