Appuyée par des constats précurseurs, la prospective strasbourgeoise, à l’époque des maires Pierre Pflimlin et Marcel Rudloff (de 1959 à 1989), anticipait déjà les incidences du tout automobile et de l’étalement périurbain monofonctionnel. La Ville de Strasbourg a tenté de limiter ces phénomènes, dans un contexte pourtant favorable au développement automobile, ainsi qu’à la construction de zones commerciales et de maisons individuelles. En dépit de réussites pour l’armature commerciale du centre-ville et sa piétonnisation partielle, le développement du vélo, les visées stratégiques se sont brouillées avec le temps. Ainsi, un jeu d’acteurs hésitant, des ambiguïtés stratégiques, une planification peu actualisée ont entravé des initiatives innovantes et qui seront parfois bel et bien mises en place à l’issue de ce cycle politique de trente ans. This thesis is about a recent history of the relationship between urban planning and transport in Strasbourg. With a number of precursory observations, during the era of the mayors Pierre Pflimlin and Marcel Rudloff (1959 to 1989), was already anticipating the impact of the automobile and monofunctional suburban sprawl. The city of Strasbourg tried to limit these phenomena, despite a context that favored automobile development, as well as the construction of shopping areas and single-family homes. Despite the success of the city center's commercial infrastructure, its partial pedestrianization and the development of cycling, the city's strategic aims have become blurred over time. Thus, a hesitant interplay of players, strategic ambiguities and poorly updated planning have hampered innovative initiatives, some of which will actually be implemented at the end of this thirty-year political cycle.
