Ce travail prend pour point de départ l’étonnement suivant : tandis que la mise en données de l’ESR fait l’objet de critiques méthodologiques et normatives - la quantification étant notamment associée à une dérive marchande du secteur et à sa soumission à des impératifs exogènes de performance et de rentabilité, l’ouverture des données est perçue comme un progrès vers la transparence des organisations publiques, un outil de démocratisation des universités. La coexistence de ces deux positions est paradoxale : pourquoi, par le geste de l’ouverture, l’open data s’affranchit-elle des critiques adressées à la quantification ? En mobilisant un cadre théorique au carrefour de la sociologie de l’action publique et de la sociologie de la quantification, avec des apports des Infrastructure Studies, la thèse explore l’hypothèse que l’open data fonctionne comme objet-frontière : objet construit à la frontière de plusieurs mondes sociaux, se caractérisant par un flou définitionnel, l’open data rassemble des acteurs aux profils hétérogènes qui y projettent des significations différentes. Cette diversité des acteurs mobilisés est brandie comme argument en faveur de cet objet, perçu comme apartisan et prépolitique. En analysant l’émergence et le déploiement des politiques publiques de la donnée, à différentes échelles, ainsi que des infrastructures de production et d’ouverture de la donnée dans l’ESR, cette étude resitue l’open data dans les cadres idéologiques de l’économie de la connaissance et du New Public Management. Loin d’être un dispositif technique neutre qui rendrait transparentes les universités, l’open data fonctionne comme une nouvelle pratique d’assurance-qualité, un instrument au service d’une gouvernance numérique de l’ESR. This dissertation offers an analysis of open data policies in the French higher education and research (HER) sector.The starting point of this research lies in a puzzling observation : while the datafication of higher education is often subject to methodological and normative critiques—quantification being notably associated with the marketization of the sector and its subordination to exogenous imperatives of performance and profitability—open data is widely perceived as a step forward toward transparency in public organizations and as a tool for the democratization of universities. The coexistence of these two positions appears paradoxical : why does open data, by virtue of its openness, seem to escape the critiques commonly addressed to quantification ? Drawing on a theoretical framework at the intersection of public policy sociology and the sociology of quantification—enriched by insights from Infrastructure Studies—this thesis explores the hypothesis that open data operates as a boundary object : an object situated at the intersection of multiple social worlds, defined by a certain vagueness that allows heterogeneous actors to project diverse meanings onto it. This diversity of stakeholders is often presented as a strength, contributing to the representation of open data as nonpartisan and pre-political. By analyzing the emergence and implementation of public data policies at various institutional scales, as well as the infrastructures through which data is produced and opened in the HER sector, this study repositions open data within the ideological frameworks of the knowledge economy and New Public Management. Far from being a neutral technical device designed to render universities transparent, open data functions as a new form of quality assurance—an instrument in the service of the digital governance of higher education and research.
