Alors, même si il est un fervent défenseur du droit au travail (s accompagnant d'un droit du travail), il est aussi pour un régime d'Assemblée caractérisé par une décentralisation administrative. Sa vision démocratique de l'Etat est corrélative à son organisation du travail. Dans son esprit, il est fondamental de transposer le contrat social à l'économie de façon à mettre un terme à l'état de nature des relations industrielles et aussi de donner à la démocratie sa véritable dimension? Being exiled in England from August, 1848 (until 1870) he always lauded the principle of association and the universal suffrage as well at the level of the municipality as in the work field.
